According to the Harbour Master's unfort
(when the question of pilots was first mooted, in 1903, it was decided that licences should be issued only to Europeans, as has
again been suggested. After a trial lasting for
a year or two, it was found that the pilots were barely able to make a living with the fees as laid down in the regulations, and the Chamber
of Commerce complained that the fees were too high tating that they wished the Chinese pilots to return. Chinese were then allowed to present Hemselves for exan, as pilots, provided that
they were British subjects, and, as more Chinese pazzZZNÉZZEKRİXRA
passed and received their licences, they gradually
ousted the Europeans who charged the legal fees,
by underselling then. The last of the uropean pitatzZSŻKAPpZAKO
pilots disappeared last year, and now there
none but Chinese.
4. The Harbour M.ster sees no reason to
suppose that history will not repeat itself should a European pilot service again be established, as the pilots will not be able to
earn a livelihood, especially with the increased
cost of living now prevailing, unless the pilotage fees
are largely angiented; and should the fees be raised,
there we at once be an outcry, and the Chaaber
of Commerce again advocate the retum of Chinese,

Lo reason to take any action in the matter.
